Vehicle in the ditch leads to impaired driving charge in Hearst

Two other impaired driving charges were laid on Dec. 12, one in Hearst and one in Kapuskasing

On Dec. 11 and Dec. 12, 2020, the James Bay Detachments of the Ontario Provincial Police investigated three occurrences involving impaired drivers; two in Hearst and one in Kapuskasing.

On Dec. 11, 2020, at approximately 8:45 p.m., police responded to a motor vehicle in the ditch on Old Front Street in the Town of Hearst.

Police investigation revealed that the driver was intoxicated by alcohol and also breaching conditions of a court document.

Bernard Martel, 27 years old, of Hallebourg, Ontario, has been charged with the following offences:

  • Operation while Impaired - alcohol and drugs contrary to section 320.14(1)(a) of the Criminal Code (CC),
  • Operation while Impaired - blood concentration (80 plus) contrary to section 320.14(1)(b) CC, and
  • Four counts of failure to comply with undertaking contrary to section 145(4)(a) CC.

The accused person is scheduled to appear at the Ontario Court of Justice in Hearst, on Jan. 13, 2021.

On Dec. 12, 2020, Hearst officers were conducting a Reduce Impaired Driving Everywhere program, as part of the Festive RIDE program, throughout the Town of Hearst. At approximately 12:45 a.m., on Highway 11, east of Hearst, a driver failed the Approved Screening Device test.

 Danick Veilleux, 22 years old, of Hearst, Ontario, has been charged with the following offences:

  • Operation while impaired - alcohol and drugs contrary to section 320.14(1)(a) CC, and
  • Operation while impaired - blood concentration (80 plus) contrary to section 320.14(1)(b) CC.

The accused person is scheduled to appear at the Ontario Court of Justice in Hearst, on Jan. 27, 2021.

On Dec. 12, 2020, at approximately 5:30 p.m., Kapuskasing officers responded to a traffic complaint involving a possible impaired driver.

Police located the suspect on Mundy Avenue and their investigation determined that the driver had consumed alcohol. The driver was then arrested for refusing to provide a breath sample.

Roxanne Fortin, 35 years old, of Kapuskasing, Ontario has been charged with the following offences:

  • Failure or refusal to comply with demand contrary to section 320.15(1) CC,
  • Operation while impaired - alcohol and drugs contrary to section 320.14(1)(a) CC, and
  • Operation while impaired - blood concentration (80 plus) contrary to section 320.14(1)(b) CC.

The accused person is scheduled to appear at the Ontario Court of Justice in Kapuskasing, on Jan. 18, 2021.  

The drivers were served with a 90-day Administrative Driver's Licence Suspension (ADLS) and the motor vehicles were impounded for seven days.  

Police are asking the public to call the authorities if they see someone driving after having consumed intoxicating substances.
