Vehicle stop leads to drug charges and more

MATHESON - On Aug. 27, 2017 at 7:43 p.m., the Matheson Detachment of the Ontario Provincial Police (OPP) was conducting radar enforcement on Highway 101 east of Matheson.

Officers observed a vehicle travelling in excess of 50km/h over the posted 80km/h speed limit. The driver of the vehicle attempted to evade the police but was later located on Highway 101, east of South Porcupine. 

As a result of the investigation, the OPP have charged Robert Proulx, 49, of Lupin Quebec with the following offences:

  • possession of a schedule II substance - cannabis marihuana - under 30 grams, contrary to section 4(1) of the Controlled Drugs and Substances Act (CDSA)
  • possession of a schedule I substance - methamphetamine, contrary to section 4(1) CDSA
  • possession of a Schedule I substance - cocaine, contrary to section 4(1) CDSA
  • possession of a Schedule III Substance - psilocybin, contrary to section 4(1) CDSA
  • flight while pursued by peace officer, contrary to section 249.1(1) of the Criminal Code (CC)
  • possession of a prohibited or restricted weapon at an unauthorized place, contrary to section 93(b) of the CC
  • 2 counts - drive while suspended, contrary to section 53(1) of the Highway Traffic Act
  • 2 counts - race a motor vehicle - excessive speed, contrary to section 172(1) of the Highway Traffic Act
  • fail to have insurance card, contrary to section 3(1) of the Compulsory Automobile Insurance Act

He was released at a bail hearing and is scheduled to appear before the Ontario Court of Justice in Timmins, Ontario on Sept. 26, 2017.
