City eyes fall construction for landfill gas collection system

The contractor doing the engineering and design of the gas collection system at a Timmins landfill site is staying on the project a little longer.

This week, Timmins council approved increasing Comcor Environmental Ltd.'s contract for the Deloro Landfill gas system by $57,236, for a total contract value of $211,165.

Provincial legislation requires the landfill to collect and manage landfill gas and the Timmins operation does not have that system. The city is working to install it this year. 

Director public works and engineering Pat Seguin explained the increase is for contract administration.

“Just like the Connecting Link, the city will be doing all the field inspection and we’ll be trying to use as little of that amount as possible assigning a project manager if we have someone available. This is basically a contingency. We will be using some of these funds to use the consultant because this is a gas system that’s got some complexities,” he said.

Comcor's scope for the additional work includes attending or facilitating meetings with the contractor, responding to requests for information as necessary, conducting shop drawing reviews, conducting major equipment inspection, conducting milestone on-site construction inspections, completing a final inspection and support commissioning of the facility, and completing as-built drawings.

The goal is to bring the closed tender for the project to the Aug. 10 council meeting, said Seguin. Construction for the project would be in the fall.

Seguin said the construction is in the fall to get better competitive pricing. Because the work is being done at the landfill, he said restoration is also not very crucial as there won't be paving.

The extra cost is not in the 2021 budget. To cover the expense, the development of the Community Sustainability Plan will be deferred.
