2022 budget up for approval tonight

Motion doesn't include what the increase would mean for the average homeowner

The 2022 City of Timmins budget is up for approval tonight. 

Council is back at the table for its first meeting of 2022. It's being held virtually because of COVID-19 restrictions. 

The agenda includes a presentation on the budgets from the agencies, boards and commissions (ABCs). It includes the budget totals of each organization, however, there are no details of what each document includes. 

There is also a motion to approve the 2022 city budget.

The proposed operating budget is $35.2 million and the net capital budget is $9.4 million. It does not indicate what the increase would mean for the average homeowner on their tax bill.

At the last budget meeting, the proposed 2022 net expenditure increase was up 1.93 per cent over 2021.

These figures do not include ABC budgets that will also potentially impact the tax levy.

The proposed 2022 ABC budgets and increases over 2021 are:

  • Mattagami Region Conservation Board - $618,000, net increase of $9,000
  • Timmins Public Library - $1,985,435, net increase of $22,400
  • Timmins Economic Development Corporation - $1,283,521, net increase of $8,971
  • Porcupine Health Unit - $1,475,990, net increase of $134,181
  • Cochrane District Social Services Administration Board - $10,701,493, net increase of $158,150
  • Timmins Police Services Board - $17,257,380, net increase of $528,881

For water and sewer rates, the 2022 increase is $53 — $22 for water and $31 for wastewater.

Last month, the $1.69 million fleet program for 2022 was also approved. The program includes replacing 10 vehicles as well as buying ancillary equipment as well as a a two per cent increase to the charge-out rate affected departments pay to create revenue in the account.

Approving the budget tonight would be earlier than anticipated. 

With the original timeline, council members were given until Jan. 17 to ask questions, then time was allotted to present a third draft of the budget if required. The tentative date for approval was Feb. 8.
