On July 31, 2020, at approximately 3:26 p.m., Cochrane members of the Ontario Provincial Police (OPP) responded to a found property occurrence in Cochrane, Ont.
A motorist located a bag, in a parking lot, along Highway 11 and turned it over to police.
Within the bag, police found suspected morphine, hydromorphone, methamphetamine, cannabis resin, cannabis, Canadian currency as well as personal identification, with a combined estimated street value of approximately $8,000.
Police investigation revealed that the person that had been in possession of the bag, and the owner of the identification, were the same person.
Allen Leblanc, 61-years-old, of Kapuskasing, Ont., was located and arrested.
On Aug. 1, 2020, police executed a search warrant at the accused's residence and located an amount of cannabis plants which exceeded the legal limit.
The accused has been charged with the following offences:
- Two counts of possession of a schedule I substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act (CDSA),
- Possession of property obtained by crime over $5,000 contrary to section 354(1)(a) of the Criminal Code (CC),
- Possessing cannabis for the purpose of selling contrary to section 10(2) of the Cannabis Act (CA), and
- Possession of more than four cannabis plants contrary to section 8(1) CA.
The accused is scheduled to appear at the Ontario Court of Justice in Cochrane, on Oct. 8, 2020, to answer to the charges.
