Council meets tonight, here are some items to keep an eye on

An update on 2020 financials, awarding the winter road maintenance contract, and restoration work at the McIntyre Headframe are all on the agenda

Timmins council is back for a virtual meeting tonight.

The agenda includes updates on the 2020 finances, moving forward to restore the McInyre Headframe, and more.

Some items of note on the agenda are:

  • There are updates on the 2020 financials. Staff is asking to transfer $4.9 million to various reserve accounts for unspent capital expenditures in 2020. That includes $905,500 in budgeted transfers to reserves, and $4 million in unspent capital for items that were delayed due to the pandemic, and items that were ordered and not received, such as the fire truck, ice resurfacer, and IT network refresh, according to the report. The finance department is also asking to transfer an expected $2.3 million surplus to the tax stabilization reserve and the working fund reserve. "Overall, the lost revenues due to the pandemic have been offset by expenditure savings and various funding programs resulting with a surplus of $2,346,896," reads the report.
  • Staff is asking council to award a $520,000 contract to Cy Rheault Construction Ltd. The project is for restoration work at the McIntyre Headframe. "The current structure was reviewed by engineers, who developed a scope of work that will provide necessary structural repairs and other building improvements in order to ensure the structural integrity of the building and to ensure continued use well into the future," reads the staff report. Right now the headframe is used by Newmont Porcupine as pumping station to control water levels below the Hollinger open pit and when the Hollinger work is done the property will return to the City of Timmins. According to the staff report, there are plans for future attractions and development in the arts, culture and heritage sector.
  • EMCON Service's winter road contract could be extended for two years. It has a $2.03 million price tag. When the Ministry of Transportation downloaded the maintenance of local highways to the municipality in the '90s, the staff report said the city started requiring a contractor for 24/7 winter mainenance operations of class 1, 2 and 3 roads. The roads serviced under the contract are the Connecting Link from the tracks in Porcupine to Kamiskotia Road, Laforest Road, Airport Road, Theriault Boulevard, Lafleur Drive, Shirley Street from Riverside to Lafleur, Kamiskotia Road, Municipal Road, Frederick House Lake Road, Ross Avenue and Jubilee Avenue.   • Staff is looking for approval for two roofing projects. There is a report recommending Blanchfield Roofing replace the roof at the City of Timmins Engineering Building. The contract is for $120,170. The report notes the current PVC membrane roof was installed in 1999 and is at end-of-life. There have been localized leaks in the past couple of years and repairs have been done to resolve those. Staff has also noted further problems with it. At the Golden Manor, staff is recommending Damisona Roofing Ltd. be awarded a $149,900 contract to replace the roof over the day program and boardroom area. According to the report, there are various leaks impacting interior finishes and resident home areas.
  • There is a request to write off $102,924 in Provincial Offences Act (POA) fines. That includes 698 files that are more than 10 years in default and deemed uncollectable, according to the report. Of the amount that could be written off, 55.6 per cent ($68,295) are City of Timmins Noise Bylaw fines, 39.8 per cent ($31,306) are Liquor License Act fines, and 4.6 per cent ($3,321) are Trespass to Property Act fines. While the department uses a collection agency, staff say it's difficult to collect the fines indicated due to people charged "not maintaining a fixed address".
  • Coun. Mickey Auger is also scheduled to talk about reducing the speed limit on Highway 101 East in South Porcupine. There is no report attached to the item.
